Commissioning Process

Call For Proposals

 

The JIARE Programmes invite applicants to submit research proposals by advertising in the International Media, various International Journals, International Medical Conference Services Proceedings Book, JIARE Research and Development Bulletin and the ICES Grant Book.

 

The information required for each call for proposal is contained within the research brief and includes:

 

  • topic area(s) and research specifications
  • a list of all relevant documents required
  • the deadline and submission instructions
  • the month in which the funding decision will be made

 

The deadline set in the research brief will be adhered to and any proposal received after the deadline will not be considered. Confirmation of receipt of proposals received on time will be sent via email within 48 hours after the deadline or in writing within 7 days after the deadline.

 

Selection of Proposals

 

One Stage Commissioning Process

 

This involves the submission of the full proposal

 

All full proposals are viewed by the relevant commissioning group of the JIARE Programme Board or Committee. Proposals are selected for peer review using the following criteria:

 

  • Have the objectives of the research project been clearly addressed and understood by the applicants?
  • Does the research team have the relevant qualifications, knowledge and experience to undertake the work?
  • Are the methods outlined appropriate?
  • Does the proposal properly address user involvement?
  • Are the outputs of the project clearly stated and appropriate?

 

Proposals that do not meet the above criteria are not peer reviewed. Researchers are informed by letter if their proposals are not selected for peer review. It is not possible to provide feedback at this stage.

 

All proposals that meet the above criteria are peer reviewed by external referees. The relevant commissioning group will consider the peer review comments and make their recommendations on which proposals should be funded to the JIARE Awards Manager. All researchers (both successful and unsuccessful) are informed of the decision by letter, which will include peer reviewers' comments.

 

Two Stage Commissioning Process

 

This involves the submission of the outline and full proposal

 

All outline proposals are viewed by the relevant commissioning group of the JIARE Programme Board. A shortlist of proposals is drawn up using the following criteria:

 

  • Have the objectives of the project been clearly addressed and understood by the applicants?
  • Does the research team have the relevant qualifications, knowledge and experience to undertake the work?
  • Does the proposal demonstrate a conceptual grasp of the issues raised by the subject of the brief?
  • Does the research team have a good grasp of the context of the topic area?
  • Are the methods outlined appropriate?
  • Are the outputs of the project clearly stated?
  • Does the proposal properly address user involvement?
  • Are the costs within the limit set?
  • Are the costs appropriate?
  • Does the project have international relevance?

 

Proposals that do not meet the above criteria will not be placed on the shortlist for full proposals. Researchers are informed by letter if their proposals are not on the shortlist. Proposals that progress past screening and are considered by the commissioning group but not then selected for submission of a full proposal, are provided with outline feedback.

This is usually applicable in Senior and Higher Services Academic Awards. All outline proposals are viewed by the relevant commissioning group of the JIARE Programme Board. A shortlist of proposals is drawn up using the following criteria:

 

  • Have the objectives of the project been clearly addressed and understood by the applicants?
  • Does the research team have the relevant qualifications, knowledge and experience to undertake the work?
  • Does the proposal demonstrate a conceptual grasp of the issues raised by the subject of the brief?
  • Does the research team have a good grasp of the context of the topic area?
  • Are the methods outlined appropriate?
  • Are the outputs of the project clearly stated?
  • Does the proposal properly address user involvement?
  • Are the costs within the limit set?
  • Are the costs appropriate?
  • Does the project have international relevance

Successful candidates from the second stage are then invited to attend an interview.

 

The candidates are further interviewed on the proposal and are also tested against a set of criteria, in order to make sure that they met the objectives of the award they are applying for.

 

The best candidates from the interview process would then be awarded the grant. Unsuccessful candidates would be notified of the outcome and a further feedback would be provided to them.
